Brief

Professor Chow is the Chair Professor of Architectural Science and Fire Engineering, Department of Building Services Engineering of The Hong Kong Polytechnic University. He graduated from the University of Hong Kong with a first class honours BSc degree in 1977; and from Portland State University, Portland, Oregon, U.S.A. with a MSc degree in teaching in 1979. He obtained his PhD degree in Computing Physics from the University of Hong Kong in 1983. Professor Chow joined the Department of Building and Surveying/Building Services Engineering of the former Hong Kong Polytechnic in 1981 as an assistant lecturer, promoted to Principal Lecturer in 1989, Reader/Professor in 2004, Chair of Building Services Engineering in 1998, and retitled as Chair Professor of Architectural Science and Fire Engineering later in that year.

 

He has contributed to provide a safe, comfortable and healthy environment for sustainable buildings with tall height, large space volume and located in deep underground through research, university teaching, assisting the government to approve fire safety design in new big construction projects and high-level consultancy projects, and service to professional institutions. He graduated one of the first cohort of MPhil research students of Polytechnic in 1989 and also first cohort of PhD research students of Polytechnic in 1991, and successfully supervised over 60 PhD students, with 30 at PolyU. He was elected to be a Fellow of Hong Kong Academy of Engineering Sciences in December 2012; and appointed as a Justice of the Peace by the Chief Executive of the Hong Kong Special Administrative Region in 2013. He was awarded the Lifetime Contribution Award by the Asia-Oceania Association for Fire Science and Technology (AOAFST) in October 2015.

 

周允基現任香港理工大學建築科學及消防工程講座教授,消防工程研究中心主任。他於1977年以一級榮譽成績畢業于香港大學,1979年於美國波特蘭州立大學取得教學科學碩士學位, 1983于香港大學取得博士學位。

 

其主要研究領域為建築科學,消防及安全科學工程。近30年來,周教授于火災建模,消防系統,不同類型建築的防火,建築能耗模擬及評估,以及室內空氣動力學等各方面取得突出成果。已成為計算流體力學,尤其是火災場建模方面的資深專家。其目前主要研究方向為300米以上超高層建築中的消防及自然通風措施。周教授已有超過1000篇學術論文發表於各類國際學術期刊,其中超490篇為SCI/EI索引。另外他還擔任多個國際火災科學學會職務,包括2002年起擔任美國防火工程師學會香港分會創會主席,2007年起擔任亞太區火災科學及技術協會主席,以及香港工程師學會,英國皇家註冊設備工程師協會,美國防火工程師學會資深會員等。

 

周教授還擔任多所大學的客座教授,其中包括澳大利亞維多利亞科技大學,英國阿爾特斯大學,中國科學技術大學(亦被委博士生導師),哈爾濱工程大學(亦被委博士生導師)及北京工業大學等。在他的指導下,已有超過60位博士生順利畢業並取得建築科學及消防工程方面的博士學位。

 

2003年、2006年和2011年分別獲得美國防火工程師協會頒發的 Hat’s Off Award 獎項、Harold E. Nelson Service Award 獎項和 John L. Bryan Mentor Award 獎項。201212月,當選為香港工程科學院院士。20137月獲特區政府行政長官委任為非官守太平紳士。2015年獲亞太區火災科學及技術協會頒授終身貢獻獎。

Citation of Achievements in Engineering

Research on Architectural Science, Fire Science and Engineering, and Building Services Engineering for 30 years with contributions in building fire safety, fire suppression systems, atrium fire engineering, building energy efficiency and indoor environmental quality. Research on applying Computational Fluid Dynamics for building fire simulations and indoor aerodynamics is well recognized. Published over 450 refereed journal papers and successfully graduated over 50 PhD students. Developed the master degree programme in Fire and Safety Engineering with over 300 quality fire engineers graduated since 2001. Leading the development and advising on the implementation of performance-based design on fire safety provisions for big construction projects of supertall building, long tunnel, deep underground subway and railway station and large hall in the developing world. Research results applied to advise the government on the setting up of new codes on fire safety, ventilation and lighting. Advised the government in this part of the world to review fire safety provisions through performance-based design for over 200 big construction projects including the Hong Kong new airport project in 1990; Taiwan High Speed Rail in 2010; Beijing Olympic Halls in 2005; and Taiwan High Speed Rail in 2010. Developed both the Building Services Engineering and Fire Engineering disciplines in the Hong Kong Institution of Engineers in the past 30 years; established the Society of Fire Protection Engineers – Hong Kong Chapter as Founding President in 2002; and leading the associated professional activities. Recognized as an international leader in Fire Engineering. Serving as the President of Asia-Oceania Association for Fire Science and Technology since 2007 and chaired numerous international conferences. Serving as Editor-in-Chief, Associate Editor and Editorial Board member of many international journals cited by SCI and EI.

Research Activities

Advanced research activities related to architectural science, fire science and engineering, and building services engineering have been carried out actively for 30 years. Works are focused on fire spread and control; building energy and building environment. Key areas are fire models, fire suppression systems, fire safety of different types of buildings, building energy simulation and auditing, and indoor aerodynamics. The objectives of carrying out those research projects are to search for advanced knowledge, solve practical engineering problems and provide quality teaching. This is essential in achieving excellence in teaching at the Polytechnic University where advanced and useful degree programmes up to PhD level are offered; and the mission is to conduct Applied Research. Research results are widely used in providing safer, more energy efficient and better indoor environment for big constructions projects of Hong Kong, China Mainland and this part of the world. Additionally, fundamental research on turbulent physics, combustion and suppression chemistry relevant to those areas are also carried out.

 

Research on fire spread and control aims to explore the scientific understanding of building fire problems in very tall buildings, deep underground subway stations, long tunnels and large atria.  Adequate theoretical basis is established on providing fire safety in those big construction projects.  Typical examples are performance-based design on fire safety provisions, atrium smoke control, and big fire investigations. Upstream research include studying combustion chemistry of plastic materials with and without fire suppression with water mist and clean fire suppressing agents using quantum mechanics; and application of nonlinear dynamics to study thermal flashover in a room fire.  Basic scientific principles developed are applied to provide fire safety for green and sustainable buildings in dense urban areas. The proposed total fire safety concept was widely applied in the past 20 years by the construction industry to provide adequate fire safety in large projects.  Research on big post-flashover building fires was adopted for fire hazard assessment in those projects having difficulties to comply with prescriptive fire codes. Workable fire safety management schemes can then be provided. This is very critical in establishing Engineering Performance-Based Fire Codes (EPBFC) for providing higher safety standard for the new generation of buildings. Recent interest lies on scientific aspects of internal fire whirls in green buildings.

 

The research in building energy and building environment are focused on places having many tall and large curtain-walled buildings with big centralized air-conditioning systems subjected to hot and humid climates. Study in building energy will specially address this issue using a theoretical approach. Further, people would stay most of the time indoor. Comfortable, healthy and safe environment must be provided. Studies related to indoor air quality engineering and ventilation theory were actively performed in the 1990s. Part of the findings, such as onsetting air turbulence to give better thermal comfort in crowded railway stations was adopted in Lo Wu in mid 1990s, the busiest railway station of Hong Kong. Development and application of Computational Fluid Dynamics (CFD) packages in simulating air flow in buildings is a major area of study. Potential conflicts on environmental protection design with fire safety for green and sustainable buildings were also studied..

Full-scale burning facilities were developed in China for quality fire research. Contribution to the Mainland on training engineers and scientists at master and doctoral degree level started in 1994. Collaborative fire researches in China are well-recognized by the government. Former Premier Li Pang wrote down: “開展火災科學研究, 造福社會造福人民” (Develop and Explore Research in Fire Science, For the Benefits of the People and the Society of China) at the opening ceremony of the joint fire atrium laboratory with University of Science and Technology of China (USTC). The developed atrium rig was assessed to be a facility at international level by the Anhui Province, China in April 2001; and awarded second class prize of Science and Technology by the Anhui Province in 2003. Full-scale burning experiments on studying big fires were carried out at Harbin Engineering University (HEU) since 2000.

 

Over 1000 articles have been published with over 490 appeared in international refereed academic journals cited by Science Citation Index (SCI) and Engineering Index (EI); over 250 refereed papers in international conference proceedings and over 350 others. Professor Chow has also successfully supervised over 50 PhD candidates in architectural science, fire science and engineering, and building services engineering as Chief Supervisor at The Hong Kong Polytechnic University, University of Science and Technology of China, Peking University, Zhejiang University and Harbin Engineering University; and as local supervisors in several universities in UK and Australia including Loughborough University, University of New South Wales and University of Northumbria.

 

A guest professorship was conferred to Professor Chow by the University of Science and Technology of China (USTC) in December 1994 and he was appointed as Supervisor of Doctorate Candidates at USTC in 2003. A visiting professorship was appointed by the Victoria University of Technology, Australia from 1995 to 1998. A part-time professorship was appointed by the Harbin Engineering University in May 2000, and as a Doctorate Candidates Supervisor in May 2001. There are visiting professor appointments in China, including the one by the Beijing Polytechnic University in 2001; guest research professorship by the Beijing Academy of Science and Technology in 2004, appointed by the Capital University of Economics and Business in 2008, visiting professorship appointed at the School of Built Environment, Faculty of Art, Design and the Built Environment, University of Ulster, UK in 2008, and visiting professorship at Shandong Jianzhu University in 2010, guest professorship at Civil Aviation Flight University of China in 2013, part-time professorship at Nanjing University of Technology, Nanjing, China in 2013 and distinguished visiting professorship at College of Engineering & Science, Victoria University, Melbourne, Australia in 2015.

 

Research results on above are of great use to the local industry as justified by advising different government departments by serving various government committees in Hong Kong, Mainland and Taiwan in the past 25 years. Application to Performance-Based Design is a good example of technology transfer. Professor Chow assisted the government in approving fire engineering design for over 200 large-scale projects, including atrium smoke control, water suppression system, tunnel fire hazard assessment, fire safety of subway stations and public transport interchanges, hot smoke tests, personal protection equipment and fire resisting construction under big fires. He was also an advisor to approve emergency evacuation in Olympic halls in Beijing with the Beijing Academy of Science and Technology; and high speed rail system in Taiwan with Central Police University. He also has many higher level consultancy projects in the Far East. Funding earned from those consultancy projects was donated to support the associated research activities.

 

The research projects are grouped under six areas as fire modelling; fire suppression system; advanced topics in fire; indoor aerodynamics; building energy studies; and building environment.

 

1. Fire Modelling:

Research effort was initially directed on the mathematical modelling of fire, and more specifically, the development of a fire field model using advanced technique in computational fluid dynamics and heat transfer in early 1980s. The fire-induced air flow field in an enclosure at the pre-flashover stage can be successfully simulated since 1990. The smoke movement pattern can then be predicted accordingly. The applications of this developed model to design longitudinal ventilation systems for tunnels and smoke extraction systems for atria have been reported in the literature years ago. Combustion phenomena with detailed chemistry were applied to study fire model at the post-flashover stage. Evaluation of different fire zone models was performed in mid-1990s. Further, flashover criteria based on linear dynamic systems using chaotic theory were developed. Current works are focused on application of developed models including verification and validation with full-scale burning tests involving accurate measurement of heat release rate. Development of a new fire model with thermal radiation and intermediate combustion chemistry is actively in progress. Some research are working together with other experts, including thermal radiation modeling with University of California at Santa Barbara since 1991; and physical chemistry with the School of Chemistry, University of Southampton in UK since 1998. Fundamentals of internal fire whirl were also studied with full-scale experiments in China. A full-scale burning facility was developed in Northeast China to study heat release rates of combustibles and assemblies.

 

Fire suppression science and technology was studied with works focusing on water suppression system, gas protection system and dry powder. In the area of sprinkler research, the three important aspects on thermal sensitivity of sprinkler heads, physical properties of water spray and the interaction with fire and smoke were studied successfully from 1986 to 2000. Associated experimental studies with scale model, bench-scale experiments and full-scale burning tests were conducted. With those results, workable sprinkler system designs for special buildings are recommended to achieve the most effective extinguishment. Feasibility studies on installing sprinkler system in old highrise buildings initiated after several big fires in Hong Kong were carried out since 1996. New sprinkler design was proposed for new architectural features such as perimeter zone in a tall atrium and air cavity in the double-skin façade. Long-throw sprinkler at angular arrangement and at tall height were recommended to protect many tall shopping malls and railway stations. Example projects are the big malls in Langham Place in 2004, Mega Box in 2007, Hong Kong Convention and Exhibition Centre Extension in 2009 and the high-speed rail terminal in 2010. Development of water guns is in progress. Studies of the new technology of water mist system as well as adverse effects of steam production were carried out since 2000. Extinguishment chemistry with advanced chemical measuring technique was studied by side nozzles and large-scale burning tests. Effect of water temperatures in water mist fire suppression system on the fire extinguishing mechanism was studied. Adverse effects of steam production and combustion enhancement on water mist system were investigated together with Beijing University of Technology. A zone model on simulating the effect of discharging water mist to an enclosure fire was developed. Joint research in suppression chemistry and fire retardants were carried out with the physical chemistry experts, including four PolyU inter-faculty projects since 2004. Extinguishment chemistry of water mist with advanced chemical technique was studied by a cone calorimeter and full-scale burning tests. Development of water guns for tall atria started in 2005. Total flooding gas protection systems with clean agents such as heptafluoropropane were also studied. The study on the effect of thermal radiation on extinguishing concentration of heptafluoropropane as an RGC project was successfully completed. Chemical extinguishing mechanism of clean agent on different fuel fires were studied by quantum mechanical methods. Full-scale burning tests were also carried out to justify the results. The new area on dry powder system was studied in 2010. Mixture of dry powder with other gas agent was investigated with new products searched.

 

Research results on fire models and sprinklers were applied directly to different topics, assisting the government on compiling the fire service installations code released in 1987. The upper limit of fire load density of 1135 MJm-2 allowed in all building uses was proposed in 1987, with the code used since then. Staircase pressurization systems in tall buildings were studied together with the Hong Kong Institution of Engineers. Design data was put into the associated code. There were no comprehensive fire regulations for tall atria, atria fires were studied upon request from the Fire Services Department in late 1980s while developing the Tsim Sha Tsui East as a central business district. An Open Laboratory for full-scale burning tests was jointly constructed at the University of Science and Technology of China since 1994, and was officially opened in June 1997 for celebrating the smooth unification of Hong Kong to Mainland. Research results were compiled to set up fire regulation for atria. A new parameter for specifying smoke filling time in atria under different design fires was proposed. Physics behind atrium hot smoke tests was developed and now specified in the code with procedure following the research results. Other applications are on hotel fires, industrial fires, airport terminals, improved fire safety in old highrise buildings, evaluation of fire services systems, hazard assessment and risk analysis in subway systems, tunnels and public transport interchanges.

 

Development of fire science and engineering for applying performance-based fire design; and setting up of engineering performance-based fire code for new projects with difficulties to comply with prescriptive fire codes is a key area while the local government implemented it in 1998. Research results were applied to advise the government Buildings Department to approve fire safety designs with the Fire Engineering Approach in over 200 large-scale construction projects from 1998 to 2004; and again from 2010. This included evaluation of fire services systems, risk analysis of the new airport terminal buildings and public transport interchanges, bus and train vehicle fires and shopping mall fires with the fire engineering approach; monitoring the development of new fire safety codes; and advising on implementing performance-based design in Mainland. Examples elsewhere are on evaluating the emergency evacuation design of the Olympic Hall 2008 and the Beijing Subway System; advising on projects on the High Rail Rapid Transit System with the Central Police University of Taiwan; Railway Department of Taiwan on supporting fire safety in their railway system in conjunction with the WuFeng University of Technology on developing PhD fire research.

Evacuation in highrise building clusters through skybridges at height was studied in collaboration with University of Nottingham, UK, also funded by RGC. Electrical appliances as ignition sources were studied with the electrical engineering departments. Another area requested was on examining personal protective equipment for fire-fighters under big fires. The part working with Fire Services Department in their Fire Services Training School had been completed with results reported to the Court in 2010 while investigating a big flashover fire in 2007.

 

Research on fire hazard assessment of green and sustainable buildings is in progress. Research on fire behaviour of glass system is actively carried out and studied with two RGC projects. Models on thermal response of glass panels were developed. Part of a full-scale double-skin façade with glass panels was burnt to study the fire risks, also funded by RGC. Fire safety in supertall buildings is another focused area. Results are useful to the government Buildings Department in drafting design codes. There is a bigger project on upgrading active fire protection system for existing supertall buildings, working in collaboration with USTC funded by Croucher Foundation from 2007 to 2009. The others are on using elevator for evacuation and onsetting of fire whirls in tall vertical shafts, both were funded by RGC since 2007.

 

Feasibility study of implementing engineering performance-based fire codes will be continued as a key area. Research results are applied in approving projects based on fire engineering approach, being a good vehicle in technology transfer. Performance-based design is further explored and applied in developing new generation of fire safety codes. A team of fire officers were sent to be trained on developing the new generation of fire codes for supertall buildings, caverns and residential sprinkler in 2010. Similar considerations are made on implementation of performance-based design in Mainland. Crowd movement and control under emergency is another topic in global disaster management for public safety. There were research projects working in conjunction with Beijing Academy of Science and Technology. Fire safety in underground vehicular facilities including subway stations in the Far East is a key area in disaster management.

 

Computational fluid dynamics (CFD) was applied and developed to study indoor aerodynamics since 1986. Interest lies in the numerical modelling of air flows induced by mechanical ventilation and air-conditioning (MVAC) systems in large enclosures such as atria or industrial plants. Optimum design for achieving more comfortable conditions and more efficient energy consumption of the installed services systems were explored in crowded big halls. Detailed measurements of air flow, temperature and moisture gradient induced by mechanical systems in large railway stations were performed in 1990s. An indoor aerodynamic chamber was developed to study the effect of air turbulence on thermal comfort. A joint research project with the local railway company was started in 1991 and completed successfully in 1995. Results on onsetting air turbulence to provide better thermal comfort were applied to modify the MVAC design in their crowded big railway terminals. Other projects included the application of appropriate turbulence models and numerical schemes to enhance atrium air-conditioning design, and the evaluation of the correlation between the macroscopic design parameters such as the Air Diffusion Performance Index with the predicted air flow pattern. Feasibility studies on integrating MVAC with smoke exhaust system in public transport interchanges were started since 2007. Effect of forced ventilation on fire detection and suppression in enclosed chambers were also studied. Some results were applied to explosion control and fire safety design for underwater vessels and big ships including aircraft carriers in China. This area is working in conjunction with the Harbin Engineering University.

 

Building energy studies include the investigation on the overall thermal transfer value (OTTV) of the building envelopes; in-situ measurement, compilation of climatic data and energy simulation using USA design tools DOE-2 and BLAST in 1990s and now the EnergyPlus. Thermal responses of building envelopes and energy consumption in actual buildings were surveyed. An energy model house was built in 1990s for measuring cooling energy data for validating simulation programs, studying transient indoor temperature and relative humidity, measuring thermal performance of walls and glazing, solar radiation and heat storage effect. Energy audit for commercial buildings was conducted to investigate the exact cooling load of the buildings in conjunction with the resulting indoor environment. Feasibility study on implementing performance-based energy codes was also carried out.

 

Research on building environment was started in 1987. This concerns the possible unacceptable indoor environment due to improper design or poor operation of centralized air-conditioning systems. The works already underway are in-situ measurement of the indoor environment and indoor air quality. Preliminary studies have been made in identifying the environmental factors which will give rise to ‘sick buildings’. Field measurements in the PolyU library and commercial buildings were carried out from 1987 to 1990. Another important area is the research on vehicular tunnel ventilation design. One of the applications was to minimize the carbon monoxide levels in residential areas close to the tunnel exits. Research projects on ventilation system design of car parks, underground spaces and industrial halls are in progress. A multi-cell model for ventilation design was developed in 1990s. Natural ventilation provision in tall buildings was studied. Conflicts of green or sustainable building design with fire safety requirement and the impact to building environment assessment method were studied. Fire safety of green and sustainable buildings is studied with two RGC projects on glass construction. Hazards of the architectural feature double-skin façade were assessed as a long-term project from 2003 to 2010, with part of the works collaborated with Cambridge University. Complementary design on energy saving and fire safety was proposed. In-depth study on conflicts with fire safety for the common building environment assessment methods starts in 2011.
